Yes, the patch works on PS2 consoles, PC with PCSX2,
and PS2 emulators on Android devices, as well as other compatible emulators on PS3, PS4, and Xbox consoles.
I recommend testing the vanilla game on your console first.

This issue happens when using an old memory card.
Start a new game without any memory cards.
I recommend using the new memory card I provided,
which contains 32 new CAWs with textures.

Copy "memcards" folder to PCSX2 folder Or Documents/PCSX2,
Then open PCSX2 and go to Config > Memory cards >
Then Select The Ultimate Edition Memory Card and Insert it into port 1.

This issue happens when using an older version of PCSX2
or when the files are not placed in the correct location.
Ensure to use PCSX2 1.6.0 or higher, because older versions
may have limitations on cheat loading.

Copy "cheats" folder to PCSX2 or Documents/PCSX2, then open PCSX2
And go to System and Check "Enable Cheats".

Due to the size limit for Royal Rumble Selection Pictures (SPFC.PAC),
exceeding this limit will cause all Royal Rumble Selection Pictures
to disappear. So I had to use the "S" logo for the following characters
to reduce the size and prevent exceeding the limit.

Divas: Jazz, Lita, Molly Holly, Sable, Stacy Keibler, Stephanie McMahon,
Torrie Wilson, Trish Stratus, and Victoria.
Staff: Earl Hebner, Jerry Lawler, Jim Ross, Michael Cole, Mike Chioda,
Paul Heyman, and Tazz.

PS2 Console Only

This issue typically occurs when attempting to play as an unused-slot character in Season Mode.

In PCSX2, playing as these characters in Season Mode
may lead to errors in the Console, but the game doesn't freeze,
allowing you to continue and start the Season Mode.
On the PS2 console, any error causes the game to freeze.

In Season Mode, you can add only one of the unused-slot characters.
Alternatively, you can add two unused-slot characters, but it's essential
to assign one to RAW and another to SmackDown to avoid issues.
However, if a draft between the two shows occurs, it may lead to errors.

To prevent any problems,
I've disabled all unused-slot characters in Season Mode.
However, if you still want to play as an unused-slot character,
ensure that you include only one in Season Mode.

These are the 13 Unused-slots Characters in The Ultimate Edition V1:
Billy Gunn, Bradshaw, DDP, Faarooq, Jeff Jarrett, Randy Savage, Raven,
Road Dogg, Spike Dudley, Ultimate Warrior, Umaga, William Regal, X-Pac.

The issue is related to HCTP itself.
Some wrestlers are forced to appear bigger or smaller in the pre-match animation due to the game's design and specific character slots.
For example, wrestlers like Nikolai Volkoff and Ultimo Dragon
are forced to look smaller, while wrestlers like Hawk
and the unused-slot characters are forced to look bigger.
You may notice certain wrestlers appearing bigger or smaller,
while others might not catch your attention.

In the Ultimate Edition, the unused-slot characters seem bigger,
while Sting looks slightly smaller. I tried different models,
and the best result was using Sting in the Nikolai Volkoff slot.

The issue is related to HCTP itself.
Wrestlers who have the 04 slot, which is designated as Entrance Attire, always have the 04 attire in their entrances.
The game always loads the 04 slot for the entrance,
regardless of whether you choose the 1st attire or any other attire.

And here is a list of wrestlers who have the 04 slot:
Bret Hart (Sgt. Slaughter), Hulk Hogan (Animal), John Cena (John Cena),
Scott Hall (Hawk), Ted Dibiase (Ted DiBiase), Sting (Nicholai Volkoff),
and The Undertaker (The Undertaker).

Note:
The names in brackets are the original names of the 04 slot characters.

When selecting an arena, go to PPV Arenas and Press (Select + R1),
The PPV Arenas will be replaced with the Unselectable Arenas.
And to revert to the PPV Arenas, simply press (Select + L1).

Before starting any match, Press (Select + R3),
to switch the referees' models to the high-quality versions.
And to revert to the low-quality models, simply press (Select + L3).

This is related to the referees' models cheats,
if you activate the cheats, all referees will work properly.
However, these cheats have some drawbacks,
as they make wrestlers finish matches faster than usual.
And if you play against your friend,
you won’t encounter any issues with these cheats.
This problem only happens with CPU opponents
and enables you to pin them after 3 finishers or so.
So, if you don’t mind that, you can activate the cheats
and the ECW referee, along with all other referees, will work properly.

In HCTP, only 9 titles are available to compete for,
and unfortunately, we cannot increase this number.
However, using these cheats, I found a workaround.
For example, winning the World Heavyweight Championship as Hulk Hogan
will make him wear the NWO World Heavyweight Championship.

In The Ultimate Edition, there are 25 new custom belts.
You can either view some of them in the Ultimate Edition features video
or check their values in the cheat file.

All the custom championships have been assigned to the entire roster.
For example, Steve Austin will have his Smoking Skull Belt,
John Cena will have his Spinner US Championship.
Rob Van Dam will have the ECW World Heavyweight Championship,
and so on.

Additionally, there are classic belts for old-school wrestlers.
Some wrestlers will have the 98-02 World Tag Team Championship
instead of the World Tag Team Championship
while others will have the Light Heavyweight Championship
instead of the Cruiserweight Championship.

while playing the Ultimate Edition!

Because HCTP utilizes two types of models: high-poly and low-poly models.
High-poly models have more detail and a better appearance,
but they don't work in matches with more than 4 wrestlers,
winning animations, and some cutscenes in Season Mode.
I've already fixed the Winning scenes problem and enabled high-poly models in them using cheats. [Tier 4].

The removal of some moves is necessary due to the size limit
of the GAME.PAC file. Exceeding this limit may cause errors,
especially in 6-man matches like Royal Rumble, causing wrestlers to glitch,
and playing as or against CAWs in 6-man matches can freeze the game.
Because I added so many moves, I had to remove less important ones
and those not used by main roster wrestlers.

Because Divas are not included in the Exhibition,
I removed them to make space for the unused-slot characters I added.
However, they are still available in Season Mode.
To resolve this, you can add them back to the Exhibition
by either replacing existing wrestlers or using The Roster Hack. [Tier 2]

Because this is a side effect of The Roster Hack.
When attempting to replace or add a wrestler to a stable, the game freezes.
So I made 12 premade stables.
to access them go to Create a Stable > select Stable > go to Superstars,
and then choose any of the 12 new stables.
I have also included cheats for modifying the stables.
Open them with Notepad++ and search for the stable you want to modify.

Each cheat file includes a description within.
Open the cheat file with Notepad++ and read the description.

Copy the "Change Models in Main Menu" cheat file from the “Options” folder and put it directly in “pcsx2/cheats” or “documents/pcsx2/cheats”.
Then, open it with Notepad++, and modify the wrestler as needed.

To obtain the Hex ID of the desired attire, open Windows Calculator,
select Programmer mode, and enter the Attire ID in decimal form
to get its hexadecimal value.
For ex, Kane's 2nd Attire Decimal ID is 0710, so its Hex ID would be 02C6.

I put this cheat file in the "Options" folder within the “Cheats” folder.
To activate it, go to the "Options" folder, copy the cheat file,
and then paste it directly into "PCSX2/cheats" or "Documents/PCSX2/cheats".

Because Hell in a Cell matches don't work in unused-slot arenas
and cause the game to freeze,
I’ve bringed back the original arena instead of the unselectable arena
for these matches.

This issue is related to the Royal Rumble Finishers Cheats.
To modify finishers, follow these steps:
1. Open the cheat file with a text editor and search for Royal Rumble Finishers.
2. Use the provided Waza file to locate the Move ID for the finisher
you want to modify.
3. In the Waza file, search for the move by name,
and you will find its ID next to it (e.g., 136F RKO).
